As a change from RHEL7 to RHEL8, sssd scans /etc/password for login information. RHEL7 didn't and would use sssd then drop to nsswitch to pick up files

If you want to disable the ability, add this to /etc/sssd/sssd.conf

[sssd]
enable_files_domain=false
